Key Responsibilities

  • •Establish program-level governance, controls, and delivery frameworks to ensure disciplined execution across scope, schedule, cost, quality, and risk.
  • •Lead front-end project development, including customer alignment, scope definition, delivery strategy, procurement engagement, execution planning, and governance setup.
  • •Define and implement construction standards, reporting requirements, stage-gate criteria, and decision-making frameworks for large capital projects.
  • •Translate requirements into facility, infrastructure, and project delivery requirements supporting design, construction, commissioning, and operations.
  • •Develop project baselines (Level 1 schedules, cost control structures, funding assumptions, and handover strategies) and drive early-stage risk resolution and execution strategies (prefabrication, modularization, offsite manufacturing).

Key Requirements

  • •10+ years delivering major capital programs, including project intake, early planning, pre-construction strategy, and setup for large industrial or infrastructure efforts.
  • •Demonstrated ability to lead capital cost strategy, including budget validation, value optimization, design-to-cost alignment, and disciplined CapEx management.
  • •Experience representing the owner’s interests across EPC, design, construction, procurement, and customer teams to drive alignment and accountability.
  • •Strong technical background in facility design, construction, commissioning, and turnover, connecting design intent to constructability and long-term performance.
