Key Responsibilities

  • •Serve as the District’s subject-matter expert for CEQA and the Lead Agency CEQA project manager for District projects.
  • •Determine whether proposed activities constitute a “project” under CEQA and select appropriate levels of environmental review.
  • •Evaluate and prepare Notices of Exemption and develop/review CEQA documents including Initial Studies, NDs, MNDs, EIRs, and related subsequent CEQA documentation.
  • •Coordinate consultants and agencies, integrate CEQA schedules with project timelines and Board milestones, and manage invoicing and contract NTPs.
  • •Maintain complete CEQA administrative records and support legal defensibility, including coordination with the District Legal Department and assistance in responding to CEQA challenges or litigation.
