Key Responsibilities

  • •Develop and execute the department’s short-to-long strategic plan and annual business plans, tracking KPIs and recommending corrective actions.
  • •Forecast current and future workforce requirements by analyzing workforce demand, market trends, and workforce supply; ensure optimal staffing and budgeting.
  • •Lead recruitment across the full lifecycle, partnering with sector heads to define needs, run selection processes, and manage employment requisitions and transfers.
  • •Manage international recruitment efforts for Dubai Chambers’ overseas offices, ensuring compliance with labor regulations and supporting office establishment and licensing activities.
  • •Launch and monitor Emiratization strategies and action plans, including target role integration, training/mentoring programs, succession planning, and related internal communications.

Key Requirements

  • •Bachelor’s degree in Human Capital or Business Administration or a relevant field.
  • •5–8 years of progressive experience.
  • •Knowledge of HR practices (especially compensation and benefits) and related market trends.
  • •Awareness of local cultural and social factors, and knowledge of relevant labor law provisions.
  • •Master’s degree in Human Capital or a relevant field is preferable.
