Job Summary

Senior leadership role within the Strategic Development Unit, focusing on financial planning, project governance, and strategic initiatives for the Construction Management vertical. Supports budgeting, reporting to Board/N-1, workforce planning, and coordination across Design, Delivery, Procurement, Commercial, Finance, and Risk to enable scalable delivery of Qiddiya’s development goals.

Key Responsibilities

•Establish and maintain the project governance framework for the Construction Management vertical, including stage gates, approval pathways, controls, and reporting requirements.
•Coordinate governance assurance and internal audit activities, ensuring compliance with QDC and QIC requirements and timely closure of audit actions.
•Lead and support budgets, forecasts, and financial plans for the Construction Management vertical in coordination with Finance, Commercial, and Project teams.
•Monitor financial performance, cash flow, commitments, and variances, and provide management insights and recommendations to senior leadership.
•Support development and maintenance of the Construction Management strategy, including operating model definition, phasing, resourcing, and financial implications.

Key Requirements

•Bachelor’s degree in Finance, Accounting, Engineering, Business Administration, or a related discipline (minimum).
•Master’s Degree (MBA, Finance, Strategy, or similar) is preferred.
•10–15 years’ relevant experience in management reporting, project controls, strategy, finance roles.
•Experience within the GCC is highly desirable.
•Strong understanding of project governance, financial management, and strategic planning within large capital programmes.
