Key Responsibilities

•Cost Management & Control: Lead programme-level cost management processes, including budget development and control, cost forecasting and variance analysis, contingency/risk allowances, and reporting of cost performance to governance bodies.
•Estimating Strategy & Assurance: Define and implement consistent estimating methodologies, oversee estimates across stages, ensure robustness and alignment with scope, schedule and risk, and lead independent estimate reviews and benchmarking.
•Cost Forecasting & Analysis: Lead development of cost forecasts at programme and project levels, conduct scenario analysis, identify cost risks and pressures, and support funding reviews and affordability assessments.
•Stakeholder Coordination: Collaborate with commercial teams, project managers, planning/scheduling teams, and risk/assurance functions; ensure alignment of cost data across stakeholders; act as PMO focal point for cost governance.
•Governance & Compliance: Ensure processes align with programme governance, public infrastructure/funding frameworks, support stage gate approvals and audits, and maintain auditability of outputs.

Key Requirements

•Minimum 15 years relevant experience in a senior role.
•Degree in Quantity Surveying, Engineering, Finance or related field
•Extensive experience in cost management and estimating in large programmes
•Infrastructure or public sector programme experience preferred
•Strong cost analysis, forecasting, and modelling skills
•Stakeholder management and communication
•Professional certifications such as RICS, PMP, or equivalent preferred
