Job Summary

Support proposal activity for Intelligence, Surveillance and Reconnaissance Systems programs, partnering with program leadership, capture managers, finance, technical leads, and functional teams. Plan and schedule proposal efforts, develop and compile cost/schedule/technical inputs aligned to RFP requirements and FAR, analyze BOMs/BOEs and historical data, and coordinate inputs for accurate submissions. Present management reviews, participate in pricing reviews and audits, and support the contract negotiating team.

Key Responsibilities

•Plan and schedule proposal efforts and support proposal development through negotiations.
•Compile cost, schedule, and technical elements for proposals in accordance with RFP specifications and FAR.
•Analyze BOMs and BOEs for reasonableness, rationale, and backup data; research and review historical data and cost inputs.
•Coordinate collection of cost, scheduling, and performance elements from functional departments and participate in fact-finding meetings.
•Support should-cost and pricing reviews, DCAA proposal audits, and participate as part of the contract negotiating team.

Key Requirements

•Typically requires a Bachelor’s and a minimum of 5 years of relevant experience, or an Advanced Degree with a minimum of 3 years of experience.
•Experience with proposal development and/or cost volume management.
•Experience with industry estimating and pricing, policy, practices, and/or procedures.
•Experience with MS Office.
•Experience with Government Procurement Regulations (FAR, DFARS etc.).
