Key Responsibilities

  • •Lead and contribute to the development of the Economic Case and wider Five Dimension Business Cases in line with HM Treasury Green Book guidance.
  • •Undertake economic appraisal (including sensitivity and distributional analysis) and produce economic impact assessments and societal impact outputs.
  • •Design and develop economic models, appraisal tools, and analytical frameworks (e.g., CBA models and Monte Carlo simulations).
  • •Present complex economic analysis and recommendations clearly to technical and non-technical audiences, supporting evidence-based investment decisions.
  • •Support funding and financing opportunities, including VfM of public funding versus private finance, and help prepare and lead bid proposals.

Key Requirements

  • •Degree in Economics (or closely related discipline with significant applied economics experience).
  • •Typically, 4+ years of relevant experience in applied economic analysis, public sector appraisal, or consulting.
  • •Extensive knowledge and experience applying HM Treasury Green Book, AquA Book and Magenta Book economic principles across major capital programmes.
  • •Knowledge of business case development, options appraisal/optioneering, and cost-benefit analysis, including economic impact assessments.
  • •Proficiency in Microsoft Excel and ability to lead analytical workstreams, exercise judgment, and communicate recommendations clearly.
