Job Summary

Drive business development and feasibility through concept and pre-FEED studies for opportunities in Oman, spanning liquid hydrogen, fertilizers, midstream, and petrochemicals. Lead the development process from initiation to basis of design, frame business cases, and shape strategies around design basis and energy/utility infrastructure. Perform techno-commercial assessment, cost (CAPEX/OPEX) estimation, vendor and supplier evaluation, and risk/value engineering to advance concepts toward FEED packages and approvals.

Key Responsibilities

•Execute business development activities for feasibility, concept, and pre-FEED studies for opportunities including liquid hydrogen, fertilizers, midstream, and petrochemicals.
•Lead opportunity development from initiation through conceptual and pre-FEED design (basis of design), including framing business opportunities and creating project initiation notes/business cases.
•Perform conceptual design work across process facilities, utilities, offsites, and storage/dispensing systems; identify and select optimum technologies via techno-commercial assessment.
•Develop CAPEX class IV/V and OPEX cost estimates and prepare FEED scope, market analysis, and FEED packages.
•Coordinate suppliers/licensors and manage evaluations (including ITTs, vendor pre-qualification, and proposals), while conducting value engineering, risk assessment, and supporting required reviews/approvals.

Key Requirements

•BSc or Engineering degree
•Minimum of 12 years' experience in the oil and gas downstream industry
•Membership of a recognized professional institute preferred
•Experience working with multi-national and multi-cultural project teams is strongly preferred
•Ability to apply hands-on technical and commercial development experience for feasibility, concept, and pre-FEED studies
