Lead BOE and solutioning for large, complex federal IT proposals within the Strategic Estimation team. Partner with solution architects and stakeholders to develop end-to-end Basis of Estimate artifacts, staffing rationales, and data/parametric models. Use data analysis, automation, AI-enabled estimation, and benchmark metrics to deliver recommendations, predictive models, and clear visual/slide communications—supporting Defense, Intel, Federal Civilian, and Federal Health mission outcomes.

Key Responsibilities

•Partner with programs and solution architects to understand BOE/Estimation/Solution needs and produce recommendations and artifacts for high-priority efforts.
•Deliver end-to-end BOE leadership, including staffing rationale, models, and lifecycle BOE development.
•Provide estimation and solutioning support for large complex proposals using data analysis, automation, AI tools, and internal/benchmark metric models (e.g., SEER-IT).
•Build, deploy, and evaluate predictive machine learning models (regression, classification, clustering), and integrate them into production systems for performance feedback.
•Use Agile practices and collaboration tools (M365, Teams, Kanban, Scrums) to drive efficiencies, research industry trends, and communicate data-backed findings to technical and non-technical audiences.

Key Requirements

•Bachelor’s degree in a STEM-related field or business degree (or an equivalent combination of experience, certification, and training).
•15+ years of related work experience.
•5+ years’ experience in program management or technical delivery on DoD, Intel, and other federal programs for large complex enterprise IT solutions.
•3+ years’ experience as a Solution Architect for enterprise IT technology, including staffing estimation using BOE and staffing rationale documents.
•Strong proficiency with Excel/data analysis, parametric modeling, and migrating data for reporting, plus experience with SharePoint, Salesforce, and AI tools.
