Job Summary

Lead end-to-end bid management for EMEA public procurement, from kickoff and timeline/resource planning through drafting and submission of RFPs, RFIs, permits, and compliant proposal materials. Analyze city procurement documents, build competitive themes and messaging with cross-functional partners, and drive review/revision cycles on tight deadlines. Coordinate across time zones and collaborate with operations, policy, and proposal team members, with occasional travel to key markets for planning workshops.

Key Responsibilities

•Lead end-to-end bid management, including kickoff, timeline creation, resource alignment, application development, and submission.
•Write and revise RFPs, RFIs, administrative permits, and other public procurement content on tight deadlines.
•Develop proposal themes, narrative, and messaging in collaboration with the graphic designer and content manager.
•Analyze procurement document packages to identify priorities, criteria, eligibility, and scoring.
•Partner across operations and policy teams to gather insights and build competitive strategies across countries and time zones.

Key Requirements

•5+ years of relevant experience, preferably focused on content writing and project management.
•Experience reading and analyzing regulations and bid or city planning documents within the French market.
•Excellent French writing skills and the ability to resonate with varied audiences (executives, elected officials, community organizations, local government staff).
•Strong organizational skills and attention to detail with a process-oriented mindset.
•Bachelor’s degree required (advanced degree preferred); public or private sector procurement experience is a plus.
