Key Responsibilities

  • •Provide authoritative advice to the WHO country office leadership and staff on country office operations, interpreting policies, systems, and procedures to ensure compliance.
  • •Lead, empower, and manage staff and operations teams to deliver services in budget and finance, human resources, procurement, ICT, security and staff safety, and general administration.
  • •Manage financial resources effectively, including planning and monitoring income/expenditures, reconciliation and reporting, budget preparation, and award/cash management.
  • •Oversee HR planning and implementation, including recruitment, contract management, engagement, retention, performance management, development, and diversity and gender balance.
  • •Lead procurement of goods and services and ensure office and staff security and safety; in emergencies, plan and implement administration monitoring/control/evaluation systems within incident management systems.

Key Requirements

  • •Advanced university degree (Master's) in finance, management, accountancy, economics, or business administration (or equivalent).
  • •Minimum 10 years of relevant work experience delivering administrative and managerial services and ensuring compliance with complex rules and procedures in national and international settings.
  • •Minimum 4 years of experience managing and leading staff/teams.
  • •Experience delivering operational services in a developing country, including managing operations and large teams in an emergency context (desirable).
  • •Good knowledge of programme management and end-to-end business processes, including enterprise resource planning (ERP) systems (required).
