Develop procurement strategies and prepare tender documents for hydropower and pumped storage projects, including prequalification and bidding packages. Manage the full tender process—bid invitation through evaluations and award—while preparing bid evaluation recommendations. Administer contracts post-award with changes, claims, and disputes, and provide contractual risk and procurement compliance support throughout delivery.

Key Responsibilities

•Develop procurement strategies aligned with project requirements and applicable procurement guidelines.
•Prepare and review prequalification and bidding documents (PQ/EOI/RFQ/RFP and tender documents), including GCC/SCC, specifications, and BOQs.
•Manage the tendering process end-to-end, including bid invitations, clarifications/addenda, bid opening, evaluations, negotiations, and award recommendations.
•Administer contracts during execution, including change orders, variations, claims, extensions of time, payment certifications, and dispute resolution.
•Provide contractual advice and contractual risk assessment, ensure compliance with procurement policies and funding agency requirements, and maintain procurement records/audit trails.

Key Requirements

•20+ years of experience in contract management, procurement planning, and preparing tender documents for hydropower and pumped storage projects.
•Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline.
•Master’s degree in Construction Management, Contract Management, Project Management, Business Administration, Law, or a related field (preferred).
•Professional certification in Contract Management, Procurement, or Project Management.
•Extensive knowledge of procurement policies, standard bidding procedures, and international contract conditions (e.g., FIDIC).
