Job Summary

Lead end-to-end business and functional analysis for Oracle Fusion EPM Cloud implementations, enhancements, and support, translating government performance management requirements into compliant solution designs. Own workshops, documentation, fit-gap assessments, and validation across planning, budgeting, forecasting, financial consolidation/close, reconciliation, metadata governance (EDMCS), and narrative reporting. Partner with finance, functional and technical teams to ensure auditability, controls, and continuous improvement of public-sector performance management workflows.

Key Responsibilities

•Lead business and functional analysis for Oracle Fusion EPM Cloud implementations, enhancements, and support initiatives.
•Facilitate workshops and gather/validate/prioritize requirements; document business needs, process flows, user stories, specifications, and acceptance criteria.
•Support solution design and configuration across Oracle EPM modules including Planning, EPBCS, FCCS, ARCS, TRCS, PCMCS, EDMCS, and Narrative Reporting.
•Analyze and support planning, budgeting, forecasting, consolidation/close, reconciliation, and metadata governance processes aligned with government requirements and controls.
•Support testing and validation (SIT/UAT/regression), issue analysis and resolution, and post-implementation readiness and continuous improvement.

Key Requirements

•Bachelor’s degree in finance, accounting, business administration, information systems, public administration, computer science, or a related discipline.
•8–12+ years of experience in business analysis, functional analysis, finance transformation, or enterprise application support.
•5+ years working with Oracle Fusion EPM Cloud applications or similar performance management platforms.
•Proven experience supporting government, public sector, or regulated enterprise environments.
•Experience with Oracle EPM (Planning, EPBCS, FCCS, ARCS, EDMCS, Narrative Reporting) and at least 2–3 full lifecycle EPM implementations or major transformation programs.
