Key Responsibilities

  • •Support MoH/NHSU in selecting, mapping, and conducting baseline assessments of PHC facilities to integrate and strengthen NCD/CVD services, prioritizing areas hosting displaced or conflict-affected populations.
  • •Facilitate integration of NCD and cardiovascular disease services into primary health care and strengthen continuity of care for patients with chronic conditions.
  • •Adapt and help implement PHC-based NCD/CVD training packages using national protocols and tools such as WHO PEN and HEARTS.
  • •Support delivery of training for family doctors, nurses, and PHC managers, including post-training follow-up, mentoring, and supportive supervision.
  • •Support NCD services in emergency settings, including referral pathway coordination, integration into health cluster mechanisms, preparedness activities, and documentation of lessons learned and good practices.

Key Requirements

  • •First university degree (Bachelor level) in medicine, public health, epidemiology, or another medical field.
  • •At least two years of experience in NCD management at the primary health care level, including strengthening continuity of care for populations affected by emergencies.
  • •Demonstrated knowledge of NCD service delivery, prevention, and control.
  • •Knowledge of national PHC-based approaches to NCD/CVD prevention, screening, diagnosis, treatment, referral, and follow-up.
  • •Expert knowledge of English and expert knowledge of Ukrainian.
