Job Summary

Provide strategic technical leadership and operational support to strengthen public health emergency preparedness in the Democratic Republic of the Congo. Support national multi-hazard planning, implement and monitor IHR-related frameworks, and advance early warning and rapid response systems—especially in high-risk provinces. Coordinate stakeholders across government, partners, and humanitarian actors, deliver specialized training, and build institutional capacity for preparedness, response, and long-term recovery.

Key Responsibilities

•Support and monitor implementation of IHR amendments and related monitoring and evaluation frameworks, including SPAR reporting, JEE, simulation exercises, and after-action reviews.
•Provide technical guidance to the Ministry of Health on risk assessment, contingency planning, and emergency readiness and management structures.
•Design, monitor, and evaluate early warning systems and rapid response frameworks, focusing on high-risk provinces and transit hubs.
•Coordinate stakeholders by acting as the technical liaison for health emergency preparedness among international partners, local authorities, and humanitarian actors.
•Organize specialized public health trainings and drive capacity strengthening across provinces for preparedness, response, and long-term disaster recovery.

Key Requirements

•Advanced university degree (Master’s level or above) in public health and/or health-related fields from an accredited/recognized institute.
•At least seven years of relevant experience at national and international levels in public health emergency preparedness or health sector coordination, including outbreak/health emergency response impacts.
•Experience in capacity building and developing/promoting collaborative partnerships.
•Knowledge and experience in operational management of health aspects/consequences of humanitarian crises and outbreaks in field settings.
•Expert level French and intermediate level English.
