Key Responsibilities

•Lead the development and collaborative execution of major commercial transactions, including Public-Private Partnerships (PPP), joint ventures, concessions, and other procurement models across a multi mode ecosystem.
•Oversee contract negotiation, execution, monitoring, and dispute resolution processes.
•Build and maintain strong relationships with government entities, investors, operators, and other key stakeholders.
•Identify, assess, and mitigate commercial, financial, and contractual risks across projects.
•Ensure adherence to organizational policies, national regulations, and international best practices in procurement, contracts, and transactions.

Key Requirements

•Bachelor’s degree in business, Finance, Law, Engineering, or a related field; master’s degree preferred.
•Minimum of 15 years’ experience in transaction management, contract administration, or commercial management within large-scale infrastructure or transportation sectors.
•Proven track record of leading multi-billion-riyal (or equivalent) deals and complex contractual frameworks.
•Strong understanding of PPP frameworks, investment modeling, and risk allocation in public infrastructure projects.
•Experience working in developing or emerging city environments, ideally within government or quasi-government entities.
