Job Summary

Key Responsibilities

  • •Assess relevant legislation, policies, emergency response plans, PoE procedures, and prior assessments to define a workplan and methodology.
  • •Conduct structured assessments of designated Points of Entry (airports and seaports) using IHR-aligned tools and coordinate multisectoral consultations.
  • •Prepare a PoE assessment report with gap analysis against IHR/JEE requirements and deliver a costed, prioritized strengthening roadmap.
  • •Develop an all-hazards Public Health Emergency Contingency Plan, facilitate a validation workshop, and finalize the draft based on feedback.
  • •Develop PoE operational guidelines and SOPs (including PoE IPC), and submit a final consultancy/mission report with key recommendations.

Key Requirements

  • •University degree in Public Health, Epidemiology, Health Security, Environmental Health, Emergency Management, or a related field.
  • •At least 5–10 years of professional experience in public health, emergency preparedness and response, IHR implementation, or health security.
  • •Demonstrated experience conducting assessments and developing public health plans, guidelines, and SOPs.
  • •Strong knowledge of IHR (2005) and JEE methodologies, including familiarity with WHO PoE assessment tools and contingency planning guidance.
  • •Fluency in English and excellent facilitation, stakeholder engagement, and report-writing skills.
