Key Responsibilities

  • •Review Ukraine’s health financing information systems, claims management arrangements, provider payment methods, tariff methodologies, and coding practices using relevant international experience.
  • •Develop or refine analytical methodologies for claims and provider payment, including case-mix approaches, costing and tariff-setting frameworks, payment simulations, and provider performance indicators.
  • •Analyze administrative and claims data to identify utilization patterns, provider behavior, coding practices, expenditure trends, case-mix variation, and anomalies.
  • •Translate provider payment methodologies into functional and technical requirements for implementation through eHealth and related information systems.
  • •Provide methodological guidance, peer review, quality assurance, and capacity building; prepare technical reports and recommendations for WHO analytical work.

Pay and Benefits

Salary: USD 600 daily

Key Requirements

  • •Advanced Master’s level or higher degree in fields such as health economics, economics, statistics, actuarial science, health informatics, public health, health policy, health financing, or information systems.
  • •At least 10 years of international experience as a health financing specialist designing information solutions and analyzing resulting data patterns.
  • •Demonstrated experience advising governments, national health insurance agencies, or similar institutions on health financing and strategic purchasing reforms.
  • •Extensive experience working with administrative claims and reimbursement/provider payment data, including the design, implementation, or evaluation of provider payment systems.
  • •Experience translating health financing policy and payment methodologies into information-system requirements, algorithms, business rules, and producing high-quality technical reports.
