Job Summary

Provide senior onsite A/E technical leadership for the U.S. Navy’s Multi-Mission Dry Dock (M2D2) recapitalization at PSNS & IMF. Review contractor submittals and design changes, coordinate responses with Designer-of-Record teams, evaluate constructability and impacts to cost/schedule/safety, and support quality assurance and turnover-related activities. Identify and mitigate technical and interface risks, support dispute avoidance, and mentor onsite technical staff to improve consistency and documentation quality.

Key Responsibilities

•Provide senior onsite A/E technical leadership for a mission-critical Navy mega-project by reviewing submittals, shop drawings, RFIs, technical proposals, and design change packages for consistency with contract documents.
•Coordinate technical responses with responsible Designer-of-Record discipline leads and home-office A/E teams, evaluating technical adequacy and impacts to cost, schedule, safety, and shipyard operations.
•Support construction quality assurance by interpreting design intent and contract requirements and participating in preparatory meetings, field observations, inspections, and turnover-related reviews.
•Identify emerging technical, construction, interface, turnover, and operational risks; support mitigation strategies, recovery approaches, and decision options for high-consequence issues.
•Serve as senior onsite liaison across key government and program stakeholders, mentor onsite technical staff, and support documentation/analysis to avoid or resolve disputes before formal claims.

Key Requirements

•Bachelor’s degree in engineering, construction management, architecture, or equivalent.
•12+ years of relevant experience supporting large, complex construction programs with resident engineering or construction-phase A/E services experience.
•U.S. citizenship required (dual citizenship not allowed if prohibited by project security requirements).
•Ability to obtain and maintain a U.S. Government Secret-level security clearance and PSNS & IMF (NAVSEA) site access credentials.
•Professional Engineer registration in a U.S. state (or ability to obtain within an agreed timeframe) and experience reviewing RFIs, submittals, shop drawings, and design change packages.
