Job Summary

Serve as the project leader for API 653 tank repairs and related mechanical, civil, and marine projects. Lead all phases of project execution—scope development, scheduling, task prioritization, cost estimating, and coordination across Terminal Operations, Design Engineering, Project Execution, and EHS. Manage internal and external engineering resources, develop project design basis documents, and provide technical support for hydraulics, surge analysis, pump evaluations, pipeline capacity studies, and tank alarm system requirements.

Key Responsibilities

•Oversee and manage internal and external engineering resources to support timely and effective project execution.
•Plan, schedule, and manage multiple expansion and sustaining capital projects while meeting commercial and operational requirements.
•Develop Project Design Basis documents including scope definition, cost estimates, and execution plans for maintenance and expansion.
•Provide technical support for hydraulic and surge analyses, pump and driver evaluations, pipeline capacity studies, tank repairs, and terminal/loading rack projects.
•Coordinate with Inspection and EHS teams to ensure corporate, federal, and state documentation and compliance requirements are met; ensure work follows regulatory requirements and industry standards.

Key Requirements

•Bachelor of Science in Engineering (Civil, Mechanical, Petroleum, or Chemical) or equivalent education and relevant experience.
•Minimum 5 years of project management experience, including design and pipeline construction, API 653 tank repair, inspection, and operation of facilities tied to hazardous liquid terminals and related systems.
•Demonstrated proficiency in project scoping and estimating using work breakdown structures, cost and schedule control, design and construction management, resource planning, procurement, inspection requirements, and permitting.
•Valid state driver’s license with an acceptable driving record.
•Working knowledge of applicable regulations and governing bodies, including DOT and OSHA, plus familiarity with NEC, ASME, API, NFPA, and ASTM.
