Job Summary

Oversee construction safety, security, health, and environmental practices during project construction and commissioning. Report to the Site HSSE Manager and ensure contractors and site personnel follow HSSE policies, site regulations, and permit-to-work procedures. Establish and run an HSSE system aligned with legal and ISO/Wood/Client requirements, develop and deliver HSSE training, and set up workforce competency assurance and tracking. Serve as the project HSSE representative with required local agency competency.

Key Responsibilities

•Report to the Site HSSE Manager.
•Oversee project construction safety, security, health, and environment during construction and commissioning phases.
•Apply relevant HSSE policies and procedures for site construction works and act as the project HSSE representative for local regulatory requirements.
•Establish an effective HSSE system in line with legal and other requirements (ISO, Wood, and Client).
•Ensure contractors and site personnel comply with HSSE policy, site regulations, and permit-to-work procedures; develop and deliver HSSE training and competency assurance/tracking.

Key Requirements

•Bachelor’s degree in public health (Occupational Health and Safety) or certification as a Professional Safety Officer by the Ministry of Labour.
•Minimum 8 years of substantial HSSE experience in live plant, greenfield, and turnaround/revamp work for Oil & Gas, refinery, petrochemical, power plant, or similar plants.
•Extensive experience applying worksite HSSE plans, work practices, and HSSE procedures/standards requirements.
•Strong knowledge of project monthly/weekly construction report content for HSSE leading and lagging indicators.
•Experience preparing/reviewing Risk Assessments, Method Statements, Job Safety Analysis, and permit to work systems; plus fair-to-good English communication and knowledge of Thai HSSE law.
