Job Summary

Provide strategic and technical leadership to support Kenya’s Ministry of Health in developing and validating a National AI for Health Policy Framework and Guidelines. You will lead technical drafting, deliver a landscape and situational assessment, advise on AI governance, ethics, safety, and risk management, and coordinate stakeholder engagement to build consensus and support government-owned adoption across Kenya’s health sector.

Key Responsibilities

•Provide technical leadership to develop and refine the National AI for Health Policy Framework and accompanying Guidelines.
•Lead drafting and refinement of the Guidelines and ensure alignment with Kenya’s Digital Health Act, National AI Strategy, existing health policies, and international best practice.
•Provide evidence-based technical advisory on AI governance, ethics, accountability, transparency, safety, equity, interoperability, cybersecurity, and responsible AI adoption.
•Design and facilitate stakeholder consultations, co-creation workshops, validation meetings, and incorporate feedback into successive policy drafts.
•Develop workplans, monitor milestones, prepare technical reports and briefing materials, and support validation and adoption processes for government ownership.

Key Requirements

•10+ years’ experience in health policy, health systems strengthening, digital health, or related fields.
•Experience leading or supporting development of national policies, strategies, guidelines, or regulatory frameworks in the health sector.
•Proven experience providing technical advisory support to government institutions in multi-stakeholder environments.
•Desirable experience in artificial intelligence, digital health governance, health informatics, or emerging healthcare technologies.
•Master’s degree or higher in Public Health, Health Policy, Medicine, Health Informatics, Digital Health, Law, Public Policy, or a related discipline.
