Key Responsibilities

  • •Lead and manage offshore commissioning activities from pre-commissioning through handover to operations for major offshore facilities, islands, or fabrication yards.
  • •Develop commissioning strategies, execution plans, staffing plans, and methodologies aligned with PMC obligations, client expectations, and HSE requirements.
  • •Review and approve commissioning philosophies, procedures, ITPs, system completion plans, and EPC turnover packages; define system boundaries and sequencing.
  • •Provide technical oversight for mechanical completion, FAT/SAT, loop checks, dynamic testing, and performance trials; manage punch lists and permitting/SIMOPS compliance.
  • •Enforce offshore HSE and quality assurance requirements; oversee commissioning dossiers, test records, red-line drawings, and documentation for RFSU/RFO handover.

Key Requirements

  • •Bachelor’s degree in Engineering (Mechanical, Electrical, Instrumentation, Process, or related field).
  • •Minimum 20 years’ experience in commissioning and start-up of offshore oil & gas/energy facilities.
  • •Previous PMC experience on major offshore EPC/EPCI or brownfield/greenfield projects.
  • •Strong background in offshore platforms, FPSOs, subsea systems, utilities, and marine systems.
  • •Thorough understanding of system completion tools (ICAPS/MCPlus/WinPCS/PCS) and international commissioning standards, with valid offshore certifications (BOSIET/FOET, Medical, HUET).
