Job Summary

Serve as a regulatory compliance subject-matter expert for Enbridge’s Gas Transmission & Midstream organization in Houston. Act as liaison to federal and state agencies, interpret DOT pipeline regulations, coordinate pre-audits and inspections, and develop regulatory filings and correspondence. Lead compliance execution for DOT annual reports, special permits (including PHMSA notifications), and support risk control programs, operating guideline updates, and implementation of new rules and special permits.

Key Responsibilities

•Act as the recognized regulatory compliance authority and primary liaison for federal and state regulatory agencies.
•Interpret DOT pipeline regulations and coordinate with internal collaborators (e.g., Pipeline Integrity, Underground Storage, Gas Control, Operations) on regulatory compliance.
•Support federal and state regulatory inspections, including pre-audits, and coordinate inspection activities.
•Develop and deliver regulatory filings and correspondence, including comments to proposed regulations and responses to inquiries and enforcement actions.
•Prepare and submit DOT annual reports and special permits/notifications, and address regulatory issues in pipeline construction and operations. Support updates to operating guidelines and industry committee representation.

Key Requirements

•Bachelor’s degree in engineering from an ABET-accredited university; PE is preferred.
•6+ years of progressive experience in natural gas or hazardous liquid pipeline industry with a compliance background.
•Strong project management skills to lead regulatory program development, process improvements, and implementation initiatives.
•Deep knowledge of DOT and state pipeline safety regulations and relevant industry standards (including ASME B31.8S).
•Excellent analytical, technical, problem-solving, and communication skills to resolve complex issues and manage stakeholder relationships.
