Key Responsibilities

  • •Provide visionary leadership and governance over a decentralized, matrixed enterprise shared-services HR model spanning talent acquisition, compensation, benefits, compliance, and employee relations.
  • •Partner with executive leadership to design and implement organizational change-management strategies supporting rapid growth and post-transition consolidation.
  • •Establish and report rigorous, data-driven HR metrics and workforce analytics to inform CEO and Board decisions on retention, labor utilization, pricing models, and operational gaps.
  • •Architect and oversee enterprise talent acquisition optimized for federal contracting capture management hiring cycles and build pipelines for highly cleared personnel.
  • •Serve as final authority on labor compliance and labor relations, including SCA/DBA, OFCCP mandates, DCAA-compliant labor tracking, and collective bargaining oversight.

Key Requirements

  • •Minimum 20 years of human resources experience with progressive leadership responsibility within the federal government services sector.
  • •At least 5 years of senior executive experience (SVP/CHRO/VP) managing HR in a multi-subsidiary or matrixed shared-services GovCon organization (annual revenue $1B+).
  • •Hands-on mastery of the Service Contract Act (SCA) and Davis-Bacon Act (DBA), including wage determinations, fringe benefit accounting, and DOL audit procedures.
  • •Experience leading HR due diligence and complex post-acquisition workforce integrations, harmonizing payroll, benefits, and corporate cultures.
  • •Bachelor’s degree in Human Resources, Business Administration, or a related field; MBA/HR/OD preferred and SPHR or SHRM-SCP certifications a plus.
