Key Responsibilities

  • •Lead the implementation and operational execution of approved air transport policies, aero-political directives, and regulatory frameworks aligned with the Executive Director’s strategic direction.
  • •Provide technical leadership for bilateral and multilateral air service agreement negotiations, including analytical studies and preparation of the negotiating position.
  • •Direct traffic rights administration and operational approvals, including monitoring/enforcement and processing requests such as landing permits and schedule modifications within assigned legislative schedules.
  • •Oversee international contact point management and aviation market intelligence collection/analysis to support decision-making and negotiation positioning.
  • •Provide department governance by leading strategy/planning, people leadership and capability development, performance monitoring, resource/budget coordination, and cross-unit stakeholder coordination.

Key Requirements

  • •Bachelor’s degree in Aviation Management, Air Transport Management, Aviation Law, International Relations, Public Policy, Economics, Business Administration, or a related field.
  • •Master’s degree in Aviation Management, Air & Space Law, International Relations, Public Policy, Business Administration (MBA), or related is preferred.
  • •Minimum 18+ years progressive experience in civil aviation sector, air transport regulation, international aviation affairs, aviation economics, or related (or 16+ years with a Master’s degree).
  • •5+ years in a senior managerial or leadership role with responsibility for leading teams and managing complex regulatory frameworks and high-level negotiations.
  • •Extensive exposure to bilateral and multilateral Air Service Agreements and aero-political matters, including coordination with federal authorities and international stakeholders.
