Job Summary

Produce detailed, credible cost estimates for Uganda’s NCD multisectoral strategy to support implementation, financing, and monitoring. Under WHO and the Ministry of Health’s technical guidance, develop a costing approach, build multi-year cost projections by sector and intervention, validate results with stakeholders, and deliver an inception report, final costing report, and presentation for Ministry of Health approval.

Key Responsibilities

•Review the final NCD multisectoral strategy draft and related national policies, plans, and costing frameworks and align on costing methodology, assumptions, timelines, and outputs.
•Develop costing models that estimate total and annualized costs across 2026–2030 by strategic objective, sector, and cost category.
•Use national data sources and validated assumptions to build multi-year cost projections and document assumptions and limitations.
•Present preliminary costing results, incorporate stakeholder feedback, and refine and finalize the costing outputs.
•Deliver an inception report, final costing report, and a summary presentation for Ministry of Health approval during days 26–30.

Pay and Benefits

Salary: USD 475 daily

Key Requirements

•Master’s (or higher) degree in health economics, public health, health policy, economics, or a related field.
•5–7+ years of experience in health program costing, health financing, or economic analysis.
•Proven experience costing national or sectoral health strategies or plans.
•Experience working with government institutions and development partners.
•Strong analytical/quantitative skills and ability to develop costing models and produce comprehensive reports.
