Job Summary

Lead strategic governance for Dubai’s road assets by directing policies, maintenance lifecycle planning, and emergency responses. Manage preventive, corrective, routine, and emergency maintenance for roads, structures, lighting, and signage, overseeing contracts, tenders, and vendor performance. Drive KPIs, budgets, compliance with RTA regulations and HSE standards, and adopt smart technologies, AI, and analytics (including BMMS) to improve reliability, safety, service quality, and cost efficiency.

Key Responsibilities

•Develop and implement departmental strategic plans, KPIs, and budgets aligned to lifecycle management and standards (DGEP, ISO, QHSE, RTA vision).
•Lead and manage preventive, corrective, routine, and emergency maintenance across Dubai’s road network assets, including contractor performance and reporting.
•Oversee tenders, contract renewals, vendor performance, and budget utilization; conduct site visits and submit periodic reports to the CEO.
•Coordinate with Dubai Municipality, DEWA, police, and developers to integrate projects, collect damage costs, and meet stakeholder requirements.
•Review and update policies/manuals, benchmark globally, analyze KPI dashboards and accident data, and implement corrective actions and real-time reporting; drive smart technology adoption in maintenance workflows.

Key Requirements

•Bachelor’s degree or master’s degree in civil engineering or a relevant field.
•16+ years of experience with a master’s degree (18+ years with a bachelor’s degree) in a related field.
•Experience leading maintenance strategy, KPIs, budgets, and departmental governance for infrastructure assets.
•Certifications such as PMP and ISO 55001 Asset Management are preferred.
•Strong knowledge of compliance requirements including ISO, QHSE, and applicable engineering codes.
