Key Responsibilities

  • •Act as the principal in-country security adviser for Ukraine, supporting the Country Director and TBI Duty of Care responsibilities.
  • •Implement and maintain the Ukraine Essential Security Package (Country Risk Register, Welcome Pack, SOPs, HRE Plan, contingency arrangements) and ensure alignment with global standards.
  • •Monitor and analyse Ukraine’s security context, produce timely security updates, and provide proportionate mitigation and security advice for operational exposure.
  • •Support crisis-management and resilience activities, including incident response coordination, business continuity arrangements, and winter preparedness and infrastructure disruption monitoring.
  • •Deliver security training and engagement (briefings, onboarding, tabletop exercises) and maintain external security networks and specialist external support coordination when required.

Key Requirements

  • •At least five years of relevant security risk-management experience, with most experience in volatile or conflict-affected environments.
  • •Strong understanding of Duty of Care (legal, moral, and organisational) and experience implementing security policy and standards at country level.
  • •Ability to harmonise local arrangements with HQ/global security functions while adapting to context, and to work effectively with HQ/global security teams.
  • •Experience developing and maintaining risk assessments, security procedures, emergency arrangements, and contingency plans.
  • •Professional proficiency in English (minimum CEFR B2 or equivalent), with strong judgment and communication skills to provide decision-focused advice to senior leaders and staff.
