Job Summary

Lead end-to-end data center site development across Rowan’s project portfolio, shaping the development strategy from early diligence and site access through construction commencement. Negotiate key commercial agreements, oversee permitting and entitlements, manage risk and commercial oversight, and coordinate cross-functional teams spanning engineering, legal, planning, utilities, energy, and more. Serve as the primary liaison with AHJs and stakeholders, communicating project value to leadership while ensuring budgets, schedules, and execution stay on track.

Key Responsibilities

•Lead end-to-end site development for a portfolio of data center projects, from early diligence and site access through construction commencement, including stakeholder engagement and commercial oversight.
•Negotiate land acquisitions, development agreements, and other commercial contracts to support risk mitigation and project advancement.
•Direct cross-functional evaluation of potential sites by leading multidisciplinary teams across engineering, legal, planning, and related domains.
•Oversee development activities including land use and entitlements, permitting, physical and legal due diligence, and pre-construction workstreams.
•Serve as primary liaison with AHJs, external stakeholders, landowners, and vendors; collaborate with internal teams to identify project risks and ensure long-term viability.

Travel: High travel

Pay and Benefits

Salary: USD 170,000 - 215,000 annually

Key Requirements

•Bachelor’s degree in a relevant field and 10+ years leading large-scale, complex site development projects or portfolios in the data center or commercial real estate industry.
•Proven success negotiating commercial agreements, including land control and development agreements (with experience across energy and water/wastewater service and economic development).
•Demonstrated ability to work with external stakeholders, including AHJs, utilities, and economic development agencies, to advance complex infrastructure projects.
•Strong experience leading cross-functional initiatives with responsibility for project strategy, budgets, schedules, and risk management.
•Proficiency in environmental due diligence, permitting, and entitlements, with strong communication skills for senior leadership and executive stakeholders.
