Job Summary

Lead WHO’s Security Management unit by building and professionalizing a sustainable security structure and implementing a five-year strategic security plan. Conduct threat and risk analysis, oversee safety/security policy and training rollout, and coordinate with UNSMS/UNDSS and host-country agencies. Manage the Security Services day-to-day, including staffing, investigations, funding reviews, and 24/7 guidance for emergencies while briefing senior management on security trends and incidents.

Key Responsibilities

•Develop and lead a robust, responsive security structure and implement a five-year strategic plan with regular reviews.
•Provide operational and strategic threat/risk analyses, guidance, and mitigation measures; develop and implement a security training strategy across the organization.
•Ensure compliance with UNSMS and UNDSS responsibilities by implementing and coordinating safety/security policies, procedures, and decision-making participation.
•Oversee daily operations of the Security Services, including staffing needs, performance monitoring of security staff, and management of HR issues and TORs.
•Conduct/oversee safety and security investigations, manage security funding mechanisms and budgets, and provide 24/7 advice and senior-management briefings on security threats, trends, and incidents.

Key Requirements

•Advanced-level Master’s degree from a recognized university in Security Management, Law, Disaster Management, International Studies, Public or Business Administration, or a related field.
•Minimum 15 years of progressively responsible experience in security risk management, personnel security, criminal justice, public safety, law enforcement/military service, or disaster risk management.
•Proven ability to collaborate with senior military and government counterparts and a track record of success managing complex problems, situations, or programmes.
•Relevant work experience across several geographic regions and in crisis or post-conflict countries.
•Expert knowledge of English and intermediate knowledge of French.
