Key Responsibilities

  • •Design, implement, and oversee the compliance function, monitoring adherence to FSRA Rules, FSMR, MIR, and other regulations for RIE/RCH operations.
  • •Develop and maintain compliance policies, procedures, and monitoring programmes, including market surveillance, rulebook compliance, default management, and participant conduct oversight.
  • •Provide independent compliance advice to the Board and senior management and escalate material issues per governance frameworks.
  • •Oversee the AML/CFT/sanctions programme across RIE/RCH in line with the FSRA AML Rulebook, including investigations and reporting of SARs/STRs (via goAML where applicable).
  • •Maintain and review Business Risk Assessment (BRA) and Customer Risk Assessment (CRA) frameworks and act as key point of contact with the FSRA and other authorities for financial crime matters.

Key Requirements

  • •10+ years of senior compliance and/or financial crime experience within ADGM, DIFC, or other regulated financial services environments, preferably market infrastructure, exchange, or clearing.
  • •Strong knowledge of FSRA Rules, FSMR, MIR, the ADGM AML Rulebook, and applicable sanctions frameworks.
  • •Understanding of RIE/RCH regulatory obligations including rulebook governance, participant oversight, default management, and systemic risk considerations.
  • •Experience supporting regulatory authorisations, recognition applications, or supervised entity setup.
  • •Ability to manage compliance responsibilities across two related regulated entities within a unified framework.
