Lead the Illinois Tollway GEC Transportation Systems Management and Operations program, directing planning, design, construction, and lifecycle management of ITS and related technology assets. Provide strategic leadership across ITS, tolling, fiber, and roadway lighting; mentor staff; and ensure asset standards and best practices are applied across design reviews, construction, and operations to achieve State of Good Repair objectives.

Key Responsibilities

•Lead the TSMO Program Manager for the Illinois Tollway GEC and provide strategic leadership across ITS, Tolling, Optical Fiber, Roadway Lighting, and related assets.
•Act as a trusted advisor on innovation, technology evolution, and asset life-cycle management; coordinate across planning, design, construction, operations, and maintenance for integrated delivery of TSMO assets.
•Set program and task-level goals aligned with Illinois Tollway objectives; plan and organize work efforts, staffing, schedules, and resources; monitor workloads and performance; mentor staff.
•Lead the review of design submittals to ensure compliance with Tollway standards, identify gaps, and update standards and manuals for TSMO assets.
•Oversee the full life cycle of TSMO assets (planning, design, construction, inventory, inspections, replacement, and capital planning) and coordinate with asset management, maintenance, and operations teams.

Key Requirements

•Bachelor’s degree in Civil Engineering, Electrical Engineering, Network Engineering, or a related field from an accredited university.
•Minimum of ten (10+) years of experience in transportation technology, TSMO, ITS, Tolling, Fiber, or related disciplines.
•Demonstrated experience with planning, design, and implementation of ITS or transportation technology systems.
•Strong technical knowledge of ITS and Fiber designs.
•Excellent written and verbal communication skills, with the ability to present technical concepts clearly.
