Key Responsibilities

  • •Deliver legal and institutional counsel to engineering and infrastructure business lines, including transport, water, energy, and urban development.
  • •Analyze project feasibility under PPP models and ensure alignment with PPP Central Unit regulations.
  • •Audit complex Egyptian, KSA, and UAE administrative laws, public procurement frameworks, and state property regulations to facilitate project delivery.
  • •Structure, review, and negotiate high-value governmental contracts, concession agreements, and specialized addendums.
  • •Define institutional risk allocation matrices and represent the firm before ministries, regulators, and state-owned enterprises to accelerate approvals.

Key Requirements

  • •LL.B. in Law from a recognized institution; Master of Laws in public or international law is highly preferred.
  • •Minimum 12 years of post-qualification experience in infrastructure law with experience from a top-tier law firm or multinational consultancy.
  • •Strong knowledge of Egyptian, KSA, and UAE tender law, PPP Law No. 67/2010 (and amendments), and relevant administrative court precedents.
  • •Proven ability to pivot across sectors (transport, water, energy, urban development) while managing conflicting priorities and cross-functional teams.
  • •Native Arabic fluency for professional drafting and full business proficiency in English for legal documentation.
