Job Summary

Provide substantive, strategic financial guidance to WHO senior leadership, including risk-based oversight of investments, annual expenditures, financial statements, and internal/external reporting. Lead accounting functions covering payables/receivables, statutory reporting, treasury, insurance, and payroll for WHO and hosted entities, and oversee pension and staff health insurance services. Manage financial planning, liquidity and investment strategies, ensure ERP-aligned systems, and coordinate external audit and key governance forums.

Key Responsibilities

•Oversee financial accounting, reporting, income and treasury management, ensuring certified statutory financial reporting to Member States and alignment with international accounting standards.
•Lead pension and staff health insurance services for WHO and hosted entities, establishing strong internal controls and ensuring efficient, timely, and accurate processes.
•Analyze and forecast financing availability and provide transparent, user-friendly reporting to senior management and stakeholders.
•Monitor expenditures with stakeholders and ensure the financial system is efficient, updated, and integrated with the organization’s ERP system.
•Oversee and manage accounting and financial functions for the Global Services Center, including payroll and accounts payable/receivable, and coordinate external audits to resolve issues timely.

Key Requirements

•Advanced university degree in financial management, business administration, or related field, and/or a first-level degree plus a professional certification such as CA or CPA.
•Minimum 15 years of progressively relevant experience, including at least 10 years at a senior decision-making level in financial management within a large multi-national/international organization.
•Senior experience leading financial reform, financial planning, risk management, change management, internal controls, and financial systems at the regional/international level.
•Demonstrated change management success, including implementing global financial management systems (e.g., Oracle, SAP or equivalent).
•Extensive knowledge of financial governance, treasury, and financial policy development, with strong understanding of international accounting standards and auditing practices.
