Key Responsibilities

  • •Deliver cost assessments, reviews, and assurance services, including presenting independent estimates, cost plans, benchmarks, and reconciliations.
  • •Lead validation and challenge of contractor estimates, target price/cost, and commercial submissions within models such as Progressive Design-Build (PDB) and CMAR/CMGC.
  • •Support estimating uncertainty and risk-based quantitative risk assessment, including facilitating value engineering and cost optimization.
  • •Provide strategic cost advice from business case and concept design through detailed design, procurement, and delivery.
  • •Mentor and develop estimating professionals and support business development activities, including client engagement and proposal preparation.

Key Requirements

  • •8+ years post-graduate experience in infrastructure cost estimating and related leadership roles.
  • •10-12 years in multibillion infrastructure estimating programs, cost management, or cost assurance, including leadership of major capital projects.
  • •Expertise across transportation, aviation, transit, highways, utilities, or other complex infrastructure sectors.
  • •Strong knowledge of collaborative/alternative delivery models, including Progressive Design-Build (PDB) and CMAR/CMGC.
  • •Professional designation or membership (CIQS, RICS, AACE, or equivalent), plus experience using industry-standard estimating software and risk-based estimating methodologies.
