Key Responsibilities

  • •Design and implement a portfolio governance framework to ensure strategic alignment with RTA and the Dubai Strategic plan.
  • •Advise the CEO on portfolio priorities, benefits realization, and international opportunities; prepare strategic studies for reporting.
  • •Supervise project progress and monitor program/project performance, reporting deviations and recovery actions to the CEO.
  • •Coordinate sector projects including risk/challenge analysis, review change orders, and ensure validity of data and justifications for recommendations.
  • •Analyze performance data to propose improvements, support sector KPIs and monitoring systems, and recommend AI initiatives (PoCs and use-case validation).

Key Requirements

  • •Bachelor’s or master’s degree in civil engineering or business administration.
  • •12+ years of experience with a master’s degree (14+ years with a bachelor’s degree).
  • •Strong capability in governance, risk, and excellence programs, including operational excellence and service innovation.
  • •Expertise in project management and strategic planning/execution management.
  • •Ability to analyze policy and performance, support strategic project tracking, and lead ecosystem and internal sector alignment.
