Job Summary

Lead the end-to-end bid management process, including identification, tender evaluation, and award support for Middle East civil infrastructure opportunities. Own the development of technical and commercial proposals, including hands-on cost proposal work, pricing, benchmarking, and pursuit strategy alongside senior leadership. Coordinate cross-functional inputs, manage sub-consultant quotes and contract negotiations, ensure compliance and governance, and present to internal risk committees for bids up to $50M.

•Manage the end-to-end bid process from identification through award.
•Lead development of technical and commercial proposals for the Middle East civil infrastructure business, including pricing, benchmarking, and cost proposal leadership.
•Partner with senior leadership to develop winning pursuit strategies and incorporate all proposal elements.
•Review tender documents and coordinate with discipline leads to produce man-hour estimates, fees, and delivery schedules; resolve scope and cost issues across end markets and regions.
•Oversee sub-consultant quote collection, lead negotiations of terms and conditions, ensure compliance with AECOM policies/governance, and present to internal risk committees.

•Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint) and excellent written/verbal communication in English.
•Experience with budget analysis, cost estimation, and financial modeling, with the ability to manage multiple bids under tight deadlines.
