Key Responsibilities

  • •Produce an inception report and gap analysis through desk review and consultations, assessing alignment with EHSP and impacts on nursing practice.
  • •Draft validated updated Primary Health Care nursing guidelines (Arabic with English executive summary) with practical tools and implementation guidance.
  • •Develop and validate a competency-based training manual and comprehensive Training Implementation Plan, including methodology, curriculum framework, and modular delivery approach.
  • •Facilitate validation workshops and incorporate structured feedback to finalize deliverables.
  • •Provide implementation support through national launch, ToT and orientation sessions, and pilot testing in selected PHC centers with monitoring tools and a final consultancy report.

Key Requirements

  • •Advanced university degree (Master’s level minimum, PhD preferred) in Nursing, Public Health, Health Systems, or equivalent.
  • •At least 7-10 years of relevant professional experience in primary care and nursing.
  • •Minimum 5 years of specific experience in guideline development, training manual creation, evidence-based health policy, and capacity building in low-resource or conflict-affected settings.
  • •Demonstrated experience in the Palestinian health system and oPT context is essential.
  • •Deep understanding of WHO PHC standards, UHC, EHSP, and nursing competencies.
