Lead the centralized Strategic Workforce Planning function, providing end-to-end governance for both in-house (FTE) employees and outsourced manpower. Own workforce planning, cost control, and reporting across total workforce—ensuring headcount and contingent labor are planned, justified, and aligned to business strategy. Drive demand validation, scenario modeling, analytics, and capacity planning, while mentoring a specialist team and advising HR and business leaders.

Key Responsibilities

•Provide single-line governance and oversight for both in-house and outsourced manpower, ensuring consistent workforce controls across functions.
•Develop and maintain the end-to-end operating framework for outsourced manpower, including demand review, due diligence, approvals, onboarding, and reporting.
•Lead strategic workforce planning across the total workforce by validating demand and supporting capacity planning decisions for structure, sourcing, and workforce costs.
•Own total workforce cost and budgetary control, ensuring alignment to OpEx budgets and partnering with Finance on consolidated contingent workforce reporting.
•Lead and mentor a specialist team (Planning & Systems, People Analytics, Manpower Planning) and serve as a strategic advisor on workforce structure, sourcing strategies, and rate-card governance.

Key Requirements

•Bachelor’s degree in Human Resources, Business Administration, Finance, or a related field.
•Minimum 10 years of relevant professional experience in workforce planning and related areas.
•Proven leadership experience managing teams, including experience managing in-house and outsourced/contingent workforces.
•Strong workforce planning and cost management expertise with experience in aviation/airports or similar asset-intensive environments preferred.
•Familiarity with GCC labor market practices, outsourcing/manpower supply models, and job evaluation/grading frameworks (e.g., Korn Ferry, Hay).
