Key Responsibilities

  • •Prepare and submit applications for amendments, renewals, and alterations to NSR and MSS air permits, and support Permit By Rule and Standard Permit applications.
  • •Manage and maintain the site’s three Title V Federal Operating Permits, including revisions, renewals, and notification of Off-Permit/Operational Flexibility Actions.
  • •Review projects and operational changes to evaluate permitting needs and partner with Environmental Unit Contacts (EUC) to gather application information.
  • •Interface with TCEQ, respond to Notices of Deficiency, and manage outsourced permit steps such as ambient air dispersion modeling.
  • •Maintain electronic permit records and support environmental compliance activities, inspections, on-call environmental release reporting, and continuous improvement initiatives.

Key Requirements

  • •Four-year engineering or science degree.
  • •Typically 8+ years of hands-on experience creating and submitting NSR air permit applications in Texas for refinery or chemical manufacturing facilities.
  • •In-depth knowledge of Non-Attainment NSR, Dispersion Modeling, PSD, Netting, and the TCEQ air permit process from application to permit issuance.
  • •Base knowledge of Title V Federal Operating Permit program and federal and Texas air quality regulations.
  • •Demonstrated experience interacting with a regulatory agency and strong written/oral communication skills.
