Key Responsibilities

  • •Conduct gap analyses of national anti-corruption and integrity legislation, MoH disclosure/conflict of interest policies, and codes of conduct, and draft whistleblower/witness protection policy and SOPs.
  • •Review and revise the Open Door Policy, document discrepancies with ISO standards and whistleblower mechanisms, and produce track-changed revisions with workflows and guidelines.
  • •Develop a unified framework integrating institutional values, ethics, codes of conduct, and accountability/governance/ownership models, including measurable behaviors-based indicators.
  • •Create and/or update supporting frameworks and materials (conflict-of-interest framework, digital integrity guide, champions program, communication plan, change management plan, and training plan).
  • •Support methodology execution through desk reviews, key informant interviews/consultations, iterative drafting with structured review checkpoints, and validation workshops; manage confidentiality and deliverable review/approval processes.

Key Requirements

  • •First university degree in Law, Public Administration, Health Policy, or a related field.
  • •Minimum 5 years of relevant experience at national level in international protection policies and programme development.
  • •Strong legal analysis and procedural drafting skills, including experience aligning with civil service frameworks.
  • •Strong report-writing and interpersonal/professional skills interacting with government and development partners.
  • •Facilitation skills for co-design and validation, with experience with government ministries.
