Key Responsibilities

•Direct the section's workforce planning and organizational structure to develop the annual workforce plan and support the HR Director in organizational design
•Lead the annual recruitment plan, sourcing, assessment, and onboarding processes in accordance with established procedures and frameworks
•Oversee job description preparation, evaluation, and career path documentation to ensure alignment with organizational structure
•Manage Emiratization, succession planning, and workforce statistics tracking to meet targets and regulatory requirements
•Oversee recruitment, transfer, and internal mobility across the organization, ensuring governance, documentation, and alignment with workforce plans

Key Requirements

•Bachelor's degree in Human Resources Management, Business Administration, Organizational Psychology, or a related field
•CIPD qualification (Level 5 or above) or equivalent HR certification
•Minimum 14 years of progressive experience in human resources management, talent acquisition, or workforce planning, with 4+ years in a senior managerial/leadership role
•Experience in end-to-end recruitment, workforce planning, job evaluation, and Emiratisation within a UAE government or regulatory entity
•Knowledge of Dubai Government HR Law and applicable UAE federal HR legislation; familiarity with DGHR/Diwan Emiratisation bodies is preferred
