Job Summary

Support the Health Services Improvement Program (HSIP) Trust Account by strengthening financial coordination, implementation monitoring, compliance follow-up, Direct Financial Cooperation (DFC) management, and audit-ready documentation systems. Under the WHO Country Office PNG and HSIP Controller, you will track fund utilization and reporting timelines, process DFC documentation, maintain transaction records in IFMS, coordinate assurance activities, and provide guidance to national and provincial health teams.

Key Responsibilities

•Lead monitoring of HSIP Trust Account implementation, including fund utilization, reporting timelines, and compliance with supporting documentation.
•Follow up on Implementing Partner Capacity Assessment (IPCA) corrective actions and related documentation at the provincial level.
•Oversee Direct Financial Cooperation (DFC) processing and follow-up, including FACE Forms and related documentation to support timely fund release.
•Maintain and monitor WHO-to-HSIP fund transfer documentation, track fund availability, and manage receipts and transaction records in IFMS and related tools.
•Coordinate assurance activity support (on-site monitoring visits and spot-checks), track findings and follow-up actions, and maintain audit-ready filing systems.

Pay and Benefits

Salary: PGK 8,697.5 monthly

Key Requirements

•Bachelor’s degree in Finance, Commerce, Business Administration, Accounting, Economics, or a related field.
•Minimum three years of work experience supporting program management, administrative and finance services, including work with government institutions, development partners, UN agencies, NGOs, or donor-funded programs.
•Experience supporting audit readiness, compliance, and financial monitoring documentation systems.
•Good knowledge of program management and end-to-end business processes, including project management in the UN system and/or public health context.
•Strong knowledge of enterprise resource planning systems and experience working with the National Department of Health (NDOH) and other government institutions.
