Provide realistic construction cost estimates for complex, multi-year transportation projects, including analyzing scope from design and construction documents, performing quantity surveys, and developing contractor-style bid estimates. Gather and validate money, time, materials, and labor inputs; assess risk factors; review designs for cost-effectiveness; and support change analysis, control budgets, and negotiations for contract changes and claims.

Key Responsibilities

•Analyze and identify scope of work from existing conditions, plans, and specifications through all phases of design and construction.
•Perform quantity surveys for construction systems and materials and obtain labor rates, taxes, and insurance requirements for estimating.
•Develop contractor-style construction cost estimates and prepare basis of estimate, ensuring accuracy and consideration of risk factors.
•Review designs and specifications for cost-effectiveness, suggesting appropriate alternatives and preparing market-related owner’s cost estimates for scope changes and delays.
•Assist Resident Engineers and Project Managers with change analysis and control budget development/validation; participate in client and contractor negotiations and reconciliations.

Key Requirements

•10+ years of related experience in transit/transportation estimating (heavy civil, site civil, structural, building infrastructure).
•Bachelor of Science degree in a relevant engineering discipline (e.g., Civil Engineering), Construction Management, or related.
•Demonstrated skill in developing conceptual through bid documents, crew-based and unit price cost estimates using tools such as Spreadsheet, HCSS Heavy Bid, or Sage Timberline.
•Strong knowledge of On-Screen Takeoff or BlueBeam software and MS Office applications.
•Ability to demonstrate progressively increasing responsibility in estimating and work effectively with minimal supervision.
