Job Summary

Serve as HEOC Manager for the SEARO Health Emergency Operations Centre, supervising operational functions and ensuring day-to-day emergency readiness. Develop and maintain HEOC infrastructure, plans, procedures, and information products to support incident management. During emergencies, coordinate HEOC operations and support country offices and Member States with HEOC activation, documentation, stakeholder communication, and training to strengthen regional response capacity.

Key Responsibilities

•Serve as HEOC Manager for the SEARO Health Emergency Operations Center, supervising operational functions.
•Develop, update, and manage HEOC infrastructure, plans, procedures, and information management products and datasets for seamless day-to-day operations.
•During emergencies, support the SEARO response by managing the SEARO HEOC and helping WHO country offices and Member States establish and/or activate their HEOCs and incident management systems.
•Serve as a focal point for HEOC-related activities and communications with SEARO Member States and the regional network of HEOCs.
•Contribute to capacity building through development and delivery of training activities on Health Emergency Operations Centers; backstop EMO for initial response at onset of emergencies; submit an end of assignment report.

Key Requirements

•University degree in health sciences, public health, medicine, or social sciences.
•At least five years of relevant experience, including some international experience in public health, management, coordination, or health emergency management within UN System, government institutions, or NGOs.
•Experience in coordination and external relations in health emergency operations (desirable).
•Demonstrated organizational and IT skills, with ability to multi-task and deliver results under pressure and short deadlines.
•Excellent interpersonal skills and proven ability to build relationships with a broad range of stakeholders and key partners.
