Oversee the development, implementation, and impact measurement of the social sector strategy and specialized community strategies across Dubai. Lead strategic affairs by aligning plans, policies, and budgets with organizational and national priorities, coordinating with government and strategic partners, and producing performance and risk reports. Manage teams and performance indicators, support strategic national efforts through committees, and apply future-scenario methods to strengthen long-term planning and quality of life outcomes.

Key Responsibilities

•Supervise the preparation, implementation, and measurement of the social sector strategy and specialized community strategies for Dubai, ensuring alignment with national directions and development plans.
•Develop short- and medium-term operational plans and objectives for the community strategies section, and set and improve departmental policies and procedures.
•Prepare the annual budget for the section, secure approvals, monitor execution, and ensure optimal use in line with financial policies.
•Coordinate high-level contributions to national and sector strategies, participate in committees and joint working groups, and define initiatives and indicators for the entity.
•Apply future foresight methodologies (scenarios, trend analysis, periodic future studies), establish strategy risk registers, and publish guidance and training materials.

Key Requirements

•Bachelor’s degree in strategy, public administration, or sociology (or equivalent specialized certificates in strategic planning and performance management).
•10+ years of experience, or 8+ years if higher qualifications are available.
•A relevant Master’s or PhD.
•Lead strategy development and performance management for community/social initiatives.
•Commit to information security policies and ensure confidentiality compliance.
