Own multi-jurisdiction retail licensing compliance for a high-risk discount retail program, mapping complex renewal requirements into clear, legally sound business rules. Define renewal criteria, dependencies, and jurisdiction-specific variances across states and municipalities (including Alcohol, Health, Tobacco, Fire, and Propane). Serve as Tier 3 expert during design and pilot, and lead knowledge transfer by training offshore process and platform configuration teams.

Key Responsibilities

•Define, document, and categorize mandatory license renewal criteria, supporting documents, lead times, and required fees for high-volume, high-risk retail licenses.
•Create a definitive map of inter-license dependencies to drive system workflow logic.
•Identify and document jurisdictional variances in renewal processes across states and municipalities, including unique forms and public notice/hearing requirements.
•Act as a Tier 3 expert for complex jurisdictional compliance questions during design, configuration, and pilot phases.
•Train offshore teams on the core licensing process and critical non-compliance risks.

Key Requirements

•5+ years managing multi-jurisdiction license and permit renewals for a national retailer, restaurant, or quick-service chain.
•Expert knowledge of complex license renewals including Alcoholic Beverage Control/ABC, Health Department permits, and hazardous materials.
•Ability to interpret and document complex regulatory text (statutes, municipal codes) into actionable business rules, including the full license renewal lifecycle.
•Be located in or near Chesapeake, VA (relocation assistance available for full relocation).
•Be open to travel to and from client sites as needed.
