Job Summary

Lead quality assurance oversight for the Medicaid Enterprise Systems (MES) project over the contract lifecycle, partnering with the client project management office. Manage QA plans, schedules, and team assignments, ensuring quality is built into major programs. Coordinate requirements documentation (BRD), assess contractor deliverables and RAID logs, and drive QA activities across the SDLC using methodologies such as Waterfall, Agile, Hybrid, DevOps, and DevSecOps. Manage risks, issues, escalations, and reporting.

Key Responsibilities

•Provide overall responsibility for the quality assurance function and oversee the client contractor for the MES project over the contract lifecycle.
•Manage QA plans, schedules, and control of QA team activities in collaboration with the client project management office.
•Ensure business requirements are fully documented (BRD or similar) and meet quality standards.
•Assess the quality of contractor deliverables (e.g., schedules, status reports, risks/issues/decisions via RAID logs) and perform reviews for accuracy of contract deliverables such as invoices and SLAs.
•Lead a QA team across the SDLC (initiating, planning, controlling, executing, closing), applying SDLC methodologies and managing risks, issues, escalations, and reporting.

Key Requirements

•Minimum eight (8) years of progressive experience with project management tasks, including initiation, planning, executing, monitoring, controlling, and preparing plans aligned to PMI PMBOK.
•Minimum five (5) years applying PMI project management practices to manage quality assurance projects, activities, and tasks.
•Minimum five (5) years of experience working with teams of 10+ staff.
•Minimum three (3) years of experience with MS Project, including baselining, tracking progress, resource usage, and reporting against schedule.
•Bachelor’s degree in information technology, business administration, or a similar field.
