Job Summary

Key Responsibilities

  • •Support the WHO Health Financing Unit by operationalizing analytical methodologies, indicators, scoring criteria, and prioritization approaches using Ukrainian data.
  • •Compile, manage, validate, and analyze datasets supporting health sector investment planning, including needs, provider capacity, infrastructure/equipment/workforce, utilization, accessibility, and ongoing investments.
  • •Support implementation, testing, validation, and refinement of the Health Capital Investment Management System and the Health Sector Investment Prioritization Framework (e.g., data dictionaries, validation rules, user workflows, technical documentation).
  • •Prepare analytical products for investment planning such as investment inventories, service network analyses, provider profiles, portfolio analyses, dashboards, maps, and policy briefs.
  • •Coordinate technical data requests and analytical inputs with the Ministry of Health, the National Health Service of Ukraine, regional authorities, technical experts, and development partners, and report implementation progress and recommendations.

Salary: USD 3,600 monthly

Key Requirements

  • •Bachelor’s degree in economics, public health, health policy, public administration, data science, or a related field.
  • •At least two years of relevant professional experience in health systems analysis, health economics, health service planning, health information systems, data analytics, capital investment planning, or a related field.
  • •Experience compiling, managing, analyzing, and interpreting quantitative datasets to support policy or programme decision-making.
  • •Strong analytical and quantitative skills, with the ability to translate findings into policy-relevant insights.
  • •Strong written communication skills in English and Ukrainian; able to collaborate and deliver outputs under tight deadlines.
